Job Details
Role Purpose
To implement, monitor, and continuously improve MLE’s Health, Safety, Security, and Environmental (HSSE) standards. The HSSE Officer will ensure compliance with statutory requirements, client standards, and MLE’s internal HSSE policies to achieve a safe, secure, and environmentally responsible operation.

Key Responsibilities
• Implement and maintain the company’s HSSEQ Management System at the port terminal in line with ISO 9001, 14001, and 45001 requirements.
• Conduct daily HSSE inspections of terminal trucks, equipment, and driver operations to ensure compliance with safety and environmental standards.
• Lead safety inductions, toolbox talks, and refresher trainings for drivers and operations personnel.
• Monitor and enforce safe driving behaviours and defensive driving practices among drivers.
• Conduct risk assessments and Job Hazard Analyses (JHA) for operational tasks and recommend controls.
• Investigate incidents, near misses, and unsafe acts/conditions; prepare and submit reports with root cause analysis and corrective/preventive actions.
• Participate in internal and external audits for ISO 9001, 14001, and ISO 45001 and close out audit findings within agreed timelines.
• Maintain HSSEQ records, including training, inspections, incidents, audits, and compliance checklists to support ISO certification requirements.
• Liaise with the client’s HSSE team to align on site safety and environmental standards and participate in joint inspections.
• Assist in developing, implementing, and reviewing emergency response plans and drills.
• Promote a strong safety culture through visible leadership and positive engagement with drivers and staff.
• Ensure proper use, maintenance, and inspection of PPE for all staff.
• Monitor and manage environmental aspects and impacts of operations, such as fuel and oil spills, waste segregation, and pollution prevention measures.
• Support quality initiatives to improve operational efficiency, customer satisfaction, and compliance with ISO 9001 standards.
• Report monthly HSSEQ performance data to the HSSE Manager and support continual improvement initiatives.
• Perform other HSSEQ duties as assigned by the HSSE Manager.
Academic and Professional Qualifications
• Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
• Professional certifications (e.g., NEBOSH, IOSH, ISO 45001, ISO 14001) preferred.
• Minimum [3–5] years of experience in a similar role, preferably in [industry: oil & gas, construction, manufacturing, etc.].
• Strong knowledge of HSSE laws, regulations, and best practices.
• Experience in incident investigation and risk assessment methodologies.
